This is a special opportunity for youth and youth focused service providers to lead the way and inform any future development.

Commonwealth Catholic Charities, in partnership with many other youth focused service providers, is planning to create a unique, first-of-its-kind building dedicated to supporting Richmond's youth with a space rich in community, designed to be an empathetic and safe environment, full of empowering public art and installations, and most importantly, a project programmed and powered by Richmond's youth. Our goal is to not only prioritize those parts of the development most important to youth but also to ensure that the real estate development process is as transparent as possible.

In 2021, we hosted 7 community outreach meetings to bring the youth we serve to the table. We've empowered them to make a positive impact on this project, and our community as a whole.

Project Site Information

The current 1.8 acre parcel at 809 Oliver Hill Way, was purchased in 2019 and is owned by Commonwealth Catholic Charities. The 1.8 acres is essentially divided between a surface parking lot and an existing one-story concrete block building which previously served as the City of Richmond's Probation and Parole office. The existing building has since been rehabilitated and currently serves as both office space for Commonwealth Catholic Charities as well as the Youth Hub, a joint project between United Way of Greater Richmond & Petersburg, Advocates for Richmond Youth and Commonwealth Catholic Charities. The Youth Hub is a safe space for youth of all ages who seek community, skills workshops, housing resources and stability.

With the continued development in the East End, this project will create much needed affordable housing both for large families as well as dedicated apartments for youth facing housing instability.

We are working work with the City of Richmond and GRTC to create public transportation connections to and from the site, including a new bus stop and shelter on Oliver Hill Way.
